• This site has 64 problems classified by difficulty level. Determine the chemical structure based on IR, H-nmr, C-nmr, and MS spectra.

• WebSpectra has a ton of NMR spectra problems grouped by difficultly level. Some problems also have IR spectra. 

Reference

• The NIST website has a searchable database where you can find structures and FTIR spectra of many compounds.

• A very comprehensive listing of absorbance peaks can be found here.

• Try out the IR Wizard at "Spektroscopy Online" where can enter absorbance peak locations and it will list possible structures.
